For sure they don't have an on screen lesbian kiss but these 2 ladies are very touchy and flirty with each other.

Their relationship looks homorerotic on screen but male players didn't mind because men are into it.

According to Square, In the early stages of the game Fang is a male character who flirts a lot with Lightning but they decided to make Lightning a serious Asexual character so they turned Vanille into Fang's love interest. In the end they decided to make Fang a woman.

I think Fang and Vanille are an experiment of Square Enix if people wont mind homoeroticness in the game. Since there is no backlash, They decided to make 15 homoerotic too. In the case of Fang and Vanille, they do have a relationship while the men of 15 are only friends. Square just teased the female audience.

I really do not think their relationship is that defined, as far as Fang and Vanille go though-but the Square Enix franchise probably wants you to think that it's a love interest thing -to keep you guessing about their relationship !

Sisters don't flirt with each other. Fang also flirted with Lightning but Lightning is not interested.Fang is originally a man on the early stages of the game. They just make the relationship subtle so they can release the game in conservative countries.

You could really see it as all of those things no matter how you twist it but it is a close relationship regardless. I guess it just depends on your overall thoughts on the storyline but I never really thought of it as romantic.
